 Case Studies

 Roger Morfey has designed and delivered numerous research and evaluation
 methodologies in different community and economic development contexts.
 Below are some examples over the years of assignments in which he had a
 leading role.

 Local Enterprise Growth Initiative (LEGI)

 Roger Morfey led a research team at the Local Economy Policy Unit (LEPU) that
 conducted extensive baseline research for Croydon’s Round 1 awarded area
 and Norwich City’s Round 2 bid, which was subsequently successful. The LEGI
 programme derived from HM Treasury research into entrepreneurialism in
 Neighbourhood Renewal areas. These assignments were to design baseline
 and performance frameworks to capture a range of local area data. The
 Norwich study was delivered in partnership with Ipsos-MORI.

 Community Small Grants Impact

 
Client:East Midlands Development Agency
Project:A review of the effectiveness of small grant schemes in delivering Year:2008
economic impacts in support of regional and local strategies

 Roger led the evaluation methodology, in a team at Prevista Ltd, that sought
 to capture economic impacts from ‘delegated grant’ community funding. This
 was a complex exercise as grants were cascaded to local projects via seven
 Sub-regional Strategic Partnerships (SSPs), each with their own approach. He
 designed a model that integrated a typology of grant-funded impacts.

 ‘Supplier Diversity’ Programme

Project:Evaluation of the Supplier Diversity Programme Year:2007

 Roger led a research team at LEPU that conducted an independent evaluation
 of a programme in London that brought together corporate procurement
 interests with small supplier business networks in targeted locations. The
 study involved secondary review of programme evidence, a small business
 survey and in-depth interviewers with corporate and public-sector
 representatives.
