location in Bethnal Green, and of local stall holders and local
businesses. LB Tower Hamlets wanted to highlight improvement
opportunities in response to new residential developments, and
threats to the traditional market’s sustainability.

designed and managed surveys to support an economic action
plan for Hatton Garden’s jewellery quarter, on the edge of the City
of London. The team was invited four years later to re-run the
business, visitor and stakeholder surveys, which produced a
longitudinal picture of change in the area, and the plan’s progress.

operated in three major developments in London: Channel Tunnel
Rail Link, Kings Cross; Heathrow Terminal 5; St. George’s Wharf
housing, Vauxhall. Roger Morfey led an evaluation team at
consultants Urbecon, with special adviser Richard Macfarlane.
The study involved three on-site surveys of ‘workplace
co-ordinators’ and trainees on the scheme, as well as monitoring
of funding output targets.

econometric model for measuring the employment,
occupational and skills demand in Thames Gateway over fifteen
years. The model was based on local development plans and
land-use and incorporated jobs ‘additionality’ modelling.
